Property Tax Appeal
Jackson County Property Tax Appeal Appraisal
Independent market evidence for Jackson County homeowners appealing their Annual Assessment Notice — one of Northeast Georgia's fastest-growing counties.
Appeal Window: Jackson County property owners generally have 45 days from the date on their Annual Notice of Assessment to file an appeal. This is based on standard Georgia procedure — always verify the exact deadline printed on your own notice and file with Jackson County Board of Tax Assessors — jacksoncountygov.com before ordering an appraisal.
Jackson County has grown rapidly along the I-85 corridor, with new subdivisions in Hoschton and Braselton valued alongside more established neighborhoods around Jefferson and Commerce. When a countywide mass-appraisal model doesn't reflect what your specific home would actually sell for, an independent appraisal gives your appeal organized, defensible market evidence.
Understanding Your Notice
Understanding Your Jackson County Assessment
Who Sets Your Value
The Jackson County Board of Tax Assessors values property and mails annual Assessment Notices; billing and collection are handled separately. Your notice reflects the Board's opinion of fair market value as of January 1.
Like every Georgia county, Jackson County assesses residential property at 40% of fair market value for tax purposes. An appeal challenges the county's opinion of fair market value — exactly what an independent appraisal is built to evaluate.
Your Tax Bill vs. Your Assessment
Your final bill combines county, school, and — inside city limits — municipal millage set by Jefferson, Commerce, Hoschton, or Braselton, plus any homestead exemption filed. An independent appraisal speaks to fair market value, not the tax calculation.
When It May Help
Common Reasons Jackson County Assessments Get Questioned
Comparable sales behind the county's estimate don't genuinely resemble Jackson County's typical home age, size, or condition.
The notice doesn't reflect a recent change in the property's condition or needed repairs.
A renovation or feature assumed by county records doesn't match your home's actual current condition.
The assessed value increased sharply without a corresponding change in the local market for comparable homes.
Local Appeal Process
How to Appeal in Jackson County
Jackson County property owners have 45 days from the mailing date on their Annual Assessment Notice to file a written appeal using the PT-311A form with the Board of Tax Assessors at 4965 Jackson Pkwy, Jefferson, GA 30549. If the Board makes a change you still disagree with, you have 21 days from that change notice to appeal further to the Board of Equalization.
You can typically file through the Jackson County Board of Tax Assessors (qpublic.net). Georgia Valuation Source provides independent appraisal evidence for your case — we do not file appeals or provide legal representation.
Board of Equalization
Appointed by the Grand Jury; hears and adjudicates administrative appeals with a hearing scheduled within 15-30 days of your appeal.
Binding Arbitration
May be chosen instead of the Board of Equalization at the time you file your initial appeal.
After You File
If the Board of Tax Assessors makes no change, your appeal is automatically forwarded to the County Board of Equalization. After the hearing, the Board issues a written decision; either party may further appeal to Jackson County Superior Court.

What Evidence Matters
Recent closed sales of genuinely comparable homes — similar size, age, condition, and location — with the differences between those homes and yours accounted for individually.
Photographs and a description of any condition issues, deferred maintenance, or functional problems the county's mass-appraisal model would not have observed.
Documentation of the property's physical characteristics (square footage, lot size, room count, systems age) if it differs from county records.
A clear, professionally organized opinion of value — not just a lower number, but the market evidence and reasoning behind it.

Residential Appraisal Considerations in Jackson County
Fastest-growing county in the dataset: At +30.8% since the 2020 Census, Jackson's growth rate outpaces every other county enriched so far, driven by I-85-corridor industrial/logistics investment and Atlanta-metro spillover from Gwinnett/Barrow.
Three overlapping school systems: Jackson County School District, Jefferson City Schools, and Commerce City Schools all operate within the county, so school-district boundaries — not just city limits — should be confirmed when comparing properties, since they don't align with municipal boundaries.
Braselton's four-county footprint: Braselton (Jackson/Gwinnett/Hall/Barrow) brings Atlanta-suburb-style subdivision product into Jackson's southeastern corner, creating a submarket distinct from the more rural character of Jefferson, Commerce, and the county's western half.

Local Market Considerations
Jackson County Market Diversity
Jackson County's growth is concentrated along the I-85 corridor near Hoschton and Braselton, while Jefferson and Commerce retain more established housing stock. A countywide model calibrated to rapid-growth areas can misstate value for a property in a more stable submarket, and vice versa.
