Property Tax Appeal
Douglas County Property Tax Appeal Appraisal
Independent market evidence for Douglas County homeowners appealing their Annual Notice of Assessment — across Douglasville and the west metro Atlanta area.
Appeal Window: Douglas County property owners generally have 45 days from the date on their Annual Notice of Assessment to file an appeal. This is based on standard Georgia procedure — always verify the exact deadline printed on your own notice and file with Douglas County Board of Tax Assessors — douglascountyga.gov/221/Appraisal before ordering an appraisal.
Douglas County's Board of Tax Assessors values property across Douglasville and the surrounding west metro Atlanta communities. When your Annual Notice of Assessment doesn't reflect your property's actual condition or genuinely comparable sales, an independent appraisal gives your appeal organized, property-specific evidence.
Understanding Your Notice
Understanding Your Douglas County Assessment
Who Sets Your Value
The Douglas County Board of Tax Assessors (Appraisal Department) values property and mails Annual Notices of Assessment. The Douglas County Tax Commissioner's Office is a separate office that bills and collects taxes once values are finalized.
Like every Georgia county, Douglas County assesses residential property at 40% of fair market value for tax purposes. An appeal challenges the county's opinion of fair market value — exactly what an independent appraisal is built to evaluate.
Your Tax Bill vs. Your Assessment
Your tax bill combines county, school, and — for properties inside the City of Douglasville — municipal millage, plus any homestead exemptions filed. Most of Douglas County is unincorporated, so most owners pay county and school millage only. An appraisal addresses fair market value, not the tax calculation itself.
When It May Help
Common Reasons Douglas County Assessments Get Questioned
A blanket, countywide valuation model can miss property-specific factors that matter in Douglas County.
Storm, weather, or other damage isn't yet reflected in the county's records for your property.
The square footage, bedroom count, or lot size on file doesn't match what's actually built.
Your new assessed value jumped without matching evidence from actual Douglas County home sales.
Local Appeal Process
How to Appeal in Douglas County
Douglas County property owners must file a written appeal — using the state's PT-311A form — with the Board of Tax Assessors within 45 days of the date on their Annual Notice of Assessment. File in person at the Appraisal Department, 6200 Fairburn Road, 2nd Floor, Annex Building, Douglasville; by mail to the Board of Assessors, 8700 Hospital Drive, Douglasville; or online through the county's appraisal website. Douglas County does not accept appeals by fax or email. You must select an appeal method (Board of Equalization, Hearing Officer, Arbitration, or Superior Court); if none is selected, the Board of Equalization applies by default.
You can typically file through the Douglas County Appraisal Department (douglascountyga.gov/221/Appraisal). Georgia Valuation Source provides independent appraisal evidence for your case — we do not file appeals or provide legal representation.
Board of Equalization
The default avenue for most residential appeals — an independent panel that hears value, uniformity, and taxability disputes and schedules a formal hearing where you present evidence such as comparable sales, photographs, or a professional appraisal.
Hearing Officer
Available for qualifying non-homestead property, conducted by a state-certified appraiser.
Binding Arbitration
Requires a certified appraisal submitted at the owner's expense.
After You File
If the Board of Tax Assessors doesn't change your value, your appeal is automatically forwarded to the Board of Equalization. If the Board of Tax Assessors does change your value and you still disagree, you must notify the Appraisal Department in writing within 30 days to continue to the Board of Equalization. Decisions can be further appealed to Douglas County Superior Court.

What Evidence Matters
Recent closed sales of genuinely comparable homes — similar size, age, condition, and location — with the differences between those homes and yours accounted for individually.
Photographs and a description of any condition issues, deferred maintenance, or functional problems the county's mass-appraisal model would not have observed.
Documentation of the property's physical characteristics (square footage, lot size, room count, systems age) if it differs from county records.
A clear, professionally organized opinion of value — not just a lower number, but the market evidence and reasoning behind it.

Residential Appraisal Considerations in Douglas County
I-20 corridor commuter market: Douglas County's growth and housing stock are concentrated along the I-20 corridor into Atlanta, giving it a stronger established-commuter-suburb character than the newer-growth counties (Paulding, Henry) in this batch.
High-performing school district: Douglas County School System's district-wide performance ranking (#11 of 219 Georgia districts, 2022-2023) may support price stability in family-oriented subdivisions relative to comparably-priced counties.
Single-hospital market: Wellstar Douglas Hospital is the county's only general hospital, a smaller (108-bed) facility relative to several neighboring counties' hospitals, consistent with Douglas's more moderate growth trajectory.

Local Market Considerations
Douglas County Market Diversity
Douglas County's housing stock ranges from established Douglasville neighborhoods to newer subdivisions further from I-20. Condition, lot specifics, and proximity to recent comparable sales can vary meaningfully within the same assessment area, which a countywide model doesn't always capture for an individual home.
